It seems like it to me. Based on my completely unscientific gut feeling, home ice advantage is worth less than home field in football and home court in basketball. It is weird since home ice comes with an actual advantage in the rules themselves due to last change.

More common than it used to be. There are 3 main reasons for this:

1) Ice surfaces are more uniform across the league than they used to be, as so many teams have moved into new arenas, with state-of-the-art refrigeration systems, and regulation sized ice surfaces. Compared to the old Boston Garden, which had a small ice surface that gave the Bruins a pretty big advantage, since they played 41 regular season home games on it, and knew how it played. Or the old Maple Leaf Garden, where the arcs of all 4 corners were different from each other. Another big advantage for the home team, who had experience playing those oddly shaped corners. And so on.

Also, if a teams ice surface was often soft and slushy, due to outdated inefficient refrigeration, the home team, which was used to playing on that slush, gained a bit of an advantage. Plus those GMs could construct their teams with that slushy ice surface in mind, and sacrifice speed for physicality, since nobody, fast or slow, could skate worth a shit on the slush. Those days are mostly gone, though.

2) The Refs are better supervised than they used to be, and thus, they're less inclined to "ref to the crowd", and make favorable calls for the home teams. they're still wont to swallow their whistles for the playoffs, but now they don't call very many penalties against all teams, home or road.

3) The new arenas are more spacious, so the crowd noise dissipates better in the higher, wider buildings. A lot of the old arenas had less seating, but the crowd often seemed like it was sitting on top of the players, making "the seventh player" (the home crowd) a lot louder, and more vicious sounding. Downright intimidating for the road team, at times. The new arenas gave teams more seating, especially more luxury box seating, making their teams money. But a lot of that crowd intimacy was sacrificed in the bargain.
